Adobe Acrobat Sign is licensed per agreement.    

An agreement is a document that you can send to a recipient to sign. An agreement can have one document or many documents. The agreement holds data on the documents to be signed, the signers and other recipients, and the places where signers will sign the documents. Envelopes have statuses (e.g., sent, delivered, completed, voided) and contain information about the sender and timestamps that indicate the progress of the delivery procedure. When an Adobe Acrobat Sign agreement is completed, Adobe Acrobat Sign automatically generates a Certificate of Completion that details the full audit history of the transaction.
